Paul has over 30 years’ experience and qualifications within both project management and building surveying roles. He is the business founder with a keen passion and energy for developing new business and managing long-term and trusted client relationships.
Broad experience in construction consultancy services dealing with commercial, residential, retail, leisure and industrial and logistics properties enables Paul to advise a range of clients, including occupiers, property companies, corporations, funders, institutions, pension funds and tenant end users.
Paul would be responsible for ensuring you receive the best service from PBC.
He has a keen passion for rugby and is a Saracens fan and a loyal supporter of the England team; however, it is disappointing!
David Goedecke

David is a Chartered Building Surveyor with extensive experience looking after clients and their properties across all real estate sectors. He provides comprehensive professional expertise to owners of commercial property portfolios, including offices, industrial and logistics premises, data centres, hotels, museums and other leisure facilities. He also acts for clients of commercially let residential portfolios, as well as high end residential properties and purpose built student accommodation.
David leads the business as Managing Director and is responsible for ensuring the quality of service that the firm provides.
Outside of work, David enjoys spending time with his family and indulging his passion of exploring the UK on foot and by motorcycle.

Alistair has broad building consultancy experience having started in private practice with Montagu Evans in 1995. Since then he has focused on providing professional building surveying advice acting on behalf of a variety of institutional landed estates and owner/occupiers.
His experience in private practice involves dealing with commercial, retail and high value residential properties for various private sector clients. His roles include pre-acquisition surveys, project monitoring, contract administration services, dilapidations and technical appraisals. He specialises particularly in Bank monitoring, pre-acquisition surveys, and due diligence.
Alistair’s time outside of work is predominantly reserved for his young family, but on the rare occasion he gets any time to himself he does enjoy a blast out on his mountain bike. He also enjoys long walks with the dog and anything involving an internal combustion engine!

Simon has over 15 years of experience in traditional Building Surveying and Project Management and is a valued member and leader of the Professional Team at Project and Building Consultancy. His experience covers residential, commercial, and industrial property, working for a range of clients, including private individuals through to large public listed hedge funds.
He has experience in large-scale portfolio projects, including phased projects covering numerous buildings or various work stages throughout the building lifecycle.
Simon leads PBC’s insurance remediation team with experience in claims ranging in value up to 7 million pounds.
Qualifications include RICS SKA ratings assessor for both Commercial & Retail property, helping our clients realise their goals to not only undertake more sustainable refurbishments but to create more sustainable building portfolios, which is becoming an ever more important issue.
Outside of the office, Simon prefers to spend most of his time underwater, being a keen ‘technical’ diver (SCUBA) with a passion for cave and abandoned mine exploration and deep wreck diving.

A chartered surveyor with over 20 years’ experience in the commercial property industry, Glenn has a proven track record for successfully delivering a wide range of complex and challenging schemes in London as well as mainland Europe. His experience as lead Project Manager extends to commercial redevelopment, refurbishment and fit out projects on behalf of developers, owner occupiers, property funds, investors and global media companies across the private sector.
He specialises in project and programme management through the pre-contract procurement stages to management of the post-contract construction phase. Providing added value to projects in developing the clients brief and advising on key procurement strategies.
Outside of work, Glenn enjoys climbing, mountaineering, golf and generally keeping fit.

Mark has over 20 years’ experience in the industry across Cost Management, Project Management and Development Monitoring roles. Mark is a member of the RICS (MRICS) and Association of Project Management (MAPM). As Head of the Development Monitoring Department, he is committed to providing expert advice, working with the client and developer to best achieve a successful outcome.
With his grounding in Cost and Project Management, he is well positioned to advise on cost and programming matters, whilst also understanding the all-round project requirements and providing robust advice to safeguard the lender’s investment.
Mark is personally involved in his instructions, using his depth of knowledge and experience to best support the client. It is this hands-on ethos that he feels gives the client the assurance that they are receiving the best service possible.
Mark is a big sports fan, albeit more an armchair fan these days, with a keen passion for Arsenal and England rugby.

Jack is a professional Chartered Surveyor with over 10 years post qualification experience. He has successfully delivered many high-profile commercial projects from conception through to successful completion, providing professional advice for private sector clients including property companies, Plcs, corporations and institutions.
Jack has an excellent understanding of commercial building surveying instructions and meeting the varying requirements of clients, whilst working within defined budgets and timescales.
Outside of work Jack’s weekends are dedicated to enjoying time with his daughter, he is also partial to a trip away, when he can squeeze one in!
Jim Heatley

Jim is both an experienced chartered construction and project manager. He is energetic and self-motivated with consultancy experience in public, infrastructure and private sectors and brings proven delivery experience, coupled with commercial acumen and advanced communication skills across organisations and teams encompassing delivery and strategy. His particular strength is leading multi–disciplinary teams, where he is able to identify client objectives, devise the means to achieve those objectives and successfully deliver them.
With 19 years of industry experience, Jim specialises in both occupier and building owner construction and refurbishment projects with a successful track record of project delivery on large, complex schemes to meet or better Client requirements and expectations.
Jim is a huge cricket fan and can regularly be seen cheering on Middlesex and England at the Home of Cricket. For his sins, he also follows Tottenham Hotspur and is an enormous Scotland Rugby fan (thanks to his parental heritage).

Scott is an experienced and motivated professional, having worked for 20 years in the construction industry across a variety of sectors, undertaking the roles of Cost Consultant, Contract Administrator, Employer’s Agent and Project Manager. This variety of experience allows Scott to drive projects forward, working independently or collaboratively as part of a team and providing key advice to clients at the right time.
Scott’s expertise spans a wide range of sectors, including education, high end residential, ecclesiastical, parks and recreation, listed buildings and Performing Arts facilities. Currently, his focus has been on Commercial and Residential projects in and around London.
Outside of work Scott enjoys discovering secret bars around the UK and is an avid runner.

Gareth is a highly experienced Director with a demonstrated history of working in the real estate industry for leading property consultants such as JLL and Deloitte Real Estate over the last 18 years.
He is highly skilled in Building Surveying and Project Management, and has strong business development attributes, a flair for creativity, bid management, networking and client care. Gareth is an ambitious individual that gains pride from staff development via motivational / collaborative leadership and APC mentorship.
Outside of work, Gareth enjoys a variety of activities such as football (Wrexham / Manchester United), photography (He has shot two regional fashion campaigns for Vivienne Westwood and has appeared in Vogue magazine), visiting the cinema, listening to a mix of 80s and electro music, building LEGO architecture sets and spending time with his family.

James is a Chartered Surveyor with over 18 years of experience in the commercial, student, and residential real estate sectors. As part of PBC’s development monitoring team, he specializes in providing expert advice to funders. James has worked with a variety of boutique, high-street, and specialist property lenders, advising on projects exceeding £35 million.
With his extensive knowledge and experience, James has a successful track record of working alongside established developers and institutional investors, as well as private HNW borrowers.
Outside of work, James enjoys travelling and has a passion for the mountains, especially skiing, snowboarding, and mountain biking.

Having worked within the property and construction industry for over 40 years on both client side and in private practice, Richard has gained extensive experience of managing construction projects and liaising with Clients, Consultants, Tenants, Residents and on-site Personnel and still remains passionate about industry and more importantly, building things right.
Originally from a trade background and having been a qualified Building Surveyor, Richard has a thorough understanding of the construction process and brings this combined experience to every project he Project Manages. Richard can also draw upon his professional experience gained working on Commercial projects (Motorway Service Areas, Petrol Filling Stations, Retail Outlets and Warehouses); Office Refurbishment/Remodelling and Fit-out projects; Housing development (both Social and Private sectors) and Education projects.
Away from work, Richard is a keen golfer, playing off a handicap of 14. He is also a qualified PADI open water scuba diver (although he only dives in warmer climes!) and for his sins, he has supported West Ham Utd through their ups and downs (mostly downs) since the age of 7.

Liam is a Chartered Building Surveyor with over 10 years’ experience and primarily works with our Landed Estate clients.
His main areas of expertise are Design, Project Management and Contract Administration. Liam works with in a variety of sectors including commercial, retail and residential. Liam also provides advice on the refurbishment of listed buildings and planned preventative maintenance programmes.
Liam also has experience of providing technical and cost advice in connection with planned maintenance forecasting of expenditure over 10 to 25-year cycles, and regularly acts as both adjoining owners surveyor and building owners surveyor in relation to Party Wall matters and advises landlord clients on matters relating to leaseholder licences to alter.
Outside of work Liam enjoys watching football (specifically Liverpool FC), playing tennis when the weather suits and attending music festivals in the summer months.

Dante is a highly skilled Chartered Surveyor with over five years’ experience. He has successfully delivered many instructions with specialisms in Contract administration, Dilapidations, Technical Due Diligence, and the role of Employer’s Agent.
Dante has an excellent understanding of a range of building surveying instructions working for both Investors and Occupiers.
Outside of work, Dante is a keen cyclist, skier and mountaineer whilst trying to travel as much as possible.

Tamsin is a highly driven, enthusiastic Project Manager who holds a wealth of experience in the refurbishment and fit out of commercial offices. Her particular strengths focus on project delivery through all stages of the project lifecycle including feasibility, brief, design, procurement, construction and handover. Tamsin has gained experience successfully delivering a variety of projects within the private sector for global corporations where she has built a successful track record.
Tamsin has significant experience managing multi-disciplinary project teams and key client stakeholders where she adds value in her ability to build and maintain relationships. Her willingness to listen, collaborate and provide workable solutions ensures successful delivery of her projects.

Tamara is a Senior Chartered Building Surveyor who graduated from Brighton University in 2014. She has prepared Technical Due Diligence (TDD) Surveys for a range of premises including care homes, flats and industrial units and has acted as the Contract Administrator on refurbishment and repair projects with her roles including advising and preparing budget cost plans and tender documents, as well as carrying out tender analysis and providing recommendations to the client; appointing contractors and overseeing the works.
Tamara’s expertise also includes preparing Schedule of Dilapidations and negotiating dilapidation settlements, preparing Planned Prevention Maintenance surveys, carrying out reinstatement cost assessments and preparing Schedule of Conditions on behalf of Landlords and Tenants.

Ben is a Senior Chartered Building Surveyor with 4 year’s industry experience.
He graduated in summer 2016 with First Class Honours Degree and since that time has worked in the residential, commercial, industrial and educational sectors. He has worked with clients ranging from private individuals to large housing trusts and developers and has a particular experience in contract administration, employers’ agent and dilapidations with further experience in building pathology, building surveys and party walls.
Outside of work, Ben enjoys travel, football (he is a Reading season ticket holder) and music, regularly attending gigs and festivals.

Jason is a Chartered Building Surveyor who achieved MRICS status in 2025.
He graduated with a BSc (Hons) in Building Surveying from Kingston University in 2018 and has over six years of industry experience.
Bringing extensive expertise to our Building Consultancy team, Jason has experience working across the residential, commercial, and public sectors, with specialisms in contract administration, defect diagnosis, technical due diligence, PPM, party wall matters, and defect reporting.
Drawing on his experience within principal designer (CDM/BSA) roles, Jason also provides a significant contribution to our Building Safety and Compliance team, helping navigate clients through the ever more important legislative changes.

His experience spans the commercial, residential, and hotel sectors, with a strong background in cost planning, budget control, procurement, contract management, and cost monitoring throughout both the pre- and post-contract stages.
George is renowned for his strong work ethic and his ability to excel in both independent and collaborative settings.
Beyond his professional life, George is passionate about sports, with a particular enthusiasm for golf and football.

Emma has over 22 years of experience in the construction industry, including 17 years in building control across both public and private sectors.
Specialising in building regulations and the role of Principal Designer, her career has encompassed a wide variety of projects, ranging from residential properties to large-scale commercial developments.
This diverse portfolio has not only sharpened her expertise in managing complex projects but also equipped her with a deep understanding of building regulations and the challenges of complex compliance requirements.

James is a highly motivated Project Manager with over 8 years in the industry, built upon a Building Surveying background.
In June 2025, James passed his APC achieving his MRICS qualification and becoming a Chartered Project Manager.
James has successfully delivered both CAT A and CAT B schemes for a diverse range of clients across the private and public sectors, including private landlords, investors, tenant occupiers, and public authorities.
His particular strengths are understanding client briefs and objectives, ensuring their successful execution and delivery.
Outside of work, James is an avid football and Oasis fan.

Following this he has gained over three year’s post-graduation experience, having been previously employed in a private design and construction consultancy where he predominantly worked in the commercial sector, gaining experience in a wide variety of fast-track fit-out projects.
Jamie has particular experience in Contract administration, Project Management, Cost Management and design disciplines, with further experience in Party Wall Matters, Building Pathology and Defect Diagnostics.

Sukhdeep is an experienced Building Surveyor who joined PBC in 2017 and has since gained over five years of experience in his field, working mostly in the commercial and residential sectors. His expertise lies in Contract Administration, with a heavy focus on CAT A and CAT B office refurbishments through traditional and design-and-build procurement routes. He has also supported clients in project management and professional instructions, such as party walls and dilapidations. Currently, he is underway to completing his APC and becoming a Chartered Building Surveyor.
Sukhdeep’s weekends are usually spent playing or watching the odd game of football or travelling around the world.

He has successfully supported a range of building surveying instructions, specialising in Contract Administration, Project Management, and Schedules of Condition, while also gaining experience in Dilapidations.
Brad combines a solid technical foundation with a keen eye for detail. His experience spans working with property investors, portfolio managers, and occupiers, giving him a well-rounded understanding of client needs and project dynamics. Eager to continue learning from senior colleagues and industry best practice, Brad is committed to growing into a well-rounded, chartered Building Surveyor.

Max Radford is an Apprentice Building Surveyor with a wealth of experience in construction. Working many years ‘on the tools,’ he has a dual understanding of the construction industry. He currently supports Jack Dison and Dante Makin primarily in Contract Administration and Project Management within the commercial and industrial sectors. Max is also continuing his studies to become a qualified Building Surveyor.
Outside of work, Max loves to explore the open sea, gaining numerous qualifications in sailing after having spent two years as a yacht broker.

Freddie Dawkins is an Apprentice Quantity Surveyor who joined our Cost Consultancy team in July 2024 for a work experience placement, providing undivided support to our PBC team.
Given his successful placement, we were excited to announce that from the start of November, Freddie permanently joined our PBC team as an Apprentice Quantity Surveyor.
Freddie started his studies with the University College of Estate Management in April 2025, studying to become a Qualified Chartered Quantity Surveyor via the Apprenticeship Route.
Within his role, Freddie will be continuing to support George Clark primarily, as well as the wider Cost Consultancy team, assisting with Measurement/Quantification, Cost Planning, Tender and contract documentation, Valuations, Cost Reporting and Final Accounts.
Outside of work, Freddie loves to travel and his favourite destination in 2024 was Krakow!

With his extensive experience working with corporates, SMEs, and startups, Fahad is an accomplished finance professional. He has a strong track record of managing finance teams across international markets, bringing a global perspective and deep understanding of complex financial regulations. Fahad is dedicated to fostering growth and delivering value to stakeholders through sound financial management and innovative solutions.
Outside of work, Fahad is interested in self-development and is currently learning to speak Arabic.

Chandrika is the financial controller of PBC and keeps the books balanced and our suppliers paid!
She has a keen interest in cooking and fine foods and regularly supplies the PBC team with delicious samosas and spring rolls.

With over 8 years of experience in finance and bookkeeping, Marianna specialises in maintaining accurate financial records and supporting the smooth day-to-day running of financial operations.
Her expertise include managing accounts payable and receivable, performing bank reconciliations, and preparing financial reports.
Organised and detail-oriented, Marianna takes pride in supporting audits, ensuring compliance, and contributing to the financial health and stability.
Marianna works part-time and is available on Mondays and Thursdays.

Emma is a valuable member of our team who has over 15 years of administrative experience. She is responsible for managing our Building Consultancy team and overseeing the operations of our City office. Emma makes sure that the team is well taken care of and that the office runs smoothly. She also ensures that the work delivered to our clients is of the highest standard.
In her free time, Emma enjoys spending time with her family and pursuing her passion for interior design.

Gemma is our PBC Executive Assistant to Chairman Paul Philips & Managing Director David Goedecke , as well as being the Project Management, Cost Consultancy and Development Monitoring Teams’ Administrator.
With over 15 years’ experience supporting senior executives, Gemma has worked across the property, theatre, law, and medical sectors.
She ensures our team’s days run smoothly and are as stress-free as possible. When she isn’t organising and supporting the PBC team, Gemma draws on her Cordon Bleu qualifications and passion for baking and cooking, having previously run a patisserie business for three years. Outside of work, she enjoys hot yoga and exploring new restaurants with friends.

Tatiana Dutton has over 15 years of experience as a legal secretary in various solicitors firms. She works closely with Emm and Hannah, supporting all teams across PBC, and ensuring their day runs smoothly.
In her spare time, she enjoys going for long walks and catching theatre shows in central London.
